Having worked with film and arts policy since the late 1970s, Jan-Erik Billinger first joined the Film Institute in 1990 as Head of Film and Audiences. In the late 1980s he worked for a while with culture for the young, arts policy and regional issues at the Swedish Arts Council, prior to taking up a post at the Department of Education where he dealt with advertising on Swedish television and film-related matters.
